"As far as I know, it was found among the ruins of the little monastery excavated on the north slope of the tel, but not in situ." (Figueras)

Physical description : 

Rectangular limestone plaque (100 x 35 x 21 cm) broken into numerous fragments. Today restored and kept together in wooden frame (Figueras).

(καὶ) Σοφίας (καὶ) Τιβερίου Κωσταντίνου Καίσα[ρος - - -]

[- - -] προν[οίᾳ]
or ἐκ] προν[οίας] τοῦ ἁγι(ωτάτου) (καὶ) μακαρ(ιωτάτου) Θεοδώρου Ι̣[- - -]

[- - - λ]αμπροτ(άτου) βικαρίου ἐν ἔτι υ[. .]

Translation: 

[In the time ?] of the Christ-loving A[ugustus Justinus] and Sophia and Tiberius Constantinus Caesa[r, ... and] by the care of the most holy and blessed bishop Theodorus [and the] clarissimus vicarius, in the year 4[...].

Apparatus: 

Ll. 1-2: Justin II and Sophia not identified by Figueras, who reads [☩ Ἐτελιώθη ἐπὶ - - τοῦ] φιλοχρ(ίστου) [καὶ - - - -] | (καὶ) σοφ(ω)τάτ(ου) Τιβερίου κτλ.; corrected and restored by Feissel (BE) and Gatier (AE).   ll. 2-3: ΠΡΟΝ̣[- Di Segni,  Καίσα(ρος) [καὶ τοῦ ἡμῶν | μη]τροπ(ολίτου) τοῦ ἁγιωτά(του καὶ) μακαρ(ιοτάτου) Θεοδώρου (καὶ), Figueras, but the first letter after the lacuna is a Π, Gatier (AE), who points out that Theodoros’ titulature shows that he was a bishop,  Π̣ΡΟΤ̣[- Figueras;   l.4. [- - τοῦ λ]αμπροτ(άτου) βικαρίου ἐν ἔτ(ει) Υ[- - ἰνδικτιῶνος - -], Figueras.

Commentary: 

On the basis of the titulature, the date is 574-578; consequently the year (of the Arabian era) to be restored ranges between 4[69] and 4[73], Gatier.

The vicarius was not a governor of Palestine, pace Figueras, but the commander of a unit of soldiers; see Di Segni, Dated Greek Inscriptions, 1997:107-113. Theodorus is a new name in the list of the bishops of Elusa.
