The inscription quotes the beginning of Ps. 28 (29):3, "The voice of the Lord is on the waters", which is widely connected with the protection of the water, not with baptism (Di Segni, pace Marcoff–Chitty apud Kirk–Welles). This was probably a cap of a cistern or liturgical furniture, e.g. a lid of container for the blessing of the waters.
